Incentive Program to the Attraction of Audiovisual Productions to the City of Rio de Janeiro (CASH REBATE)

Rio de Janeiro’s City Hall (PCRJ), through the DISTRIBUIDORA DE FILMES S/A – RIOFILME (“RIOFILME”) makes it public to all interested parties, the NOTICE OF PROGRAM OF INCENTIVE TO RIO DE JANEIRO AUDIOVISUAL 2024, NON REIMBURSABLE MODALITY.

Financial Resources

RIOFILME resources equivalent to thirty percent (30%) of the spent amount by Brazilian or foreign audiovisual productions, in eligible expenses, in the City of Rio de Janeiro.

In the case of production proposals that have the city of Rio de Janeiro as the main location, the amount invested by Riofilme may correspond to 35%.

All proposals must have a production company from Rio de Janeiro as a proponent, which must be associated with the project in a co-production regime or provision of production service ou licensing with funds for the production.

Rules According to Action Lines

1. PRODUCTION OF AN AUDIOVISUAL WORK WITH INTERNATIONAL REACH AND HIGH INVESTMENT IN THE CITY

  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro totaling at least BRL 10,000,000.00 (ten million reais), including the RIOFILME CONTRIBUTION, to be incurred by December 2027;
  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro financed with RIOFILME resources corresponding to a maximum of 30% (thirty percent) of the total amount spent, or 35% (thirty-five percent), up to the maximum amount of BRL 5,000,000.00 (five million reais);
  • In addition, the PROPOSAL must provide for the release of the audiovisual work in at least six non-Portuguese-speaking countries with a combined population of at least 100 million inhabitants.

The requirements below apply only to PROPOSALS eligible for the 35% incentive.

  • Provide for the use of at least two (2) iconic locations in the city of Rio de Janeiro, whether actual locations or reproduced in a studio located within the municipality of Rio de Janeiro (with at least one scene in each location);
  • Use Rio de Janeiro as the filming location for at least 60% of the scenes;
  • Establish the city of Rio de Janeiro as the diegetic setting in which the narrative takes place.

The eligible types and formats of audiovisual works under this category are:

  • Non-serialized feature-length audiovisual works in the FICTION or ANIMATION categories, with a minimum running time of 71 (seventy-one) minutes;
  • NON-ADVERTISING SERIALIZED AUDIOVISUAL WORKS consisting of at least three (3) episodes; in the categories of FICTION, DOCUMENTARY, ANIMATION, or REALITY SHOWS; with a minimum season running time of 150 (one hundred and fifty) minutes for FICTION, DOCUMENTARY, or REALITY SHOWS, or 60 (sixty) minutes for ANIMATION; initially intended for television broadcasting or exploitation through digital audiovisual service platforms, namely VOD, AVOD, TVOD, or SVOD; with a minimum production cost of BRL 10,000.00 per minute;
  • VIDEO GAMES with distribution agreements executed with publishers of global reach.

To complete the submission of the PROPOSAL, payment of a registration fee in the amount of BRL 20,000.00 (twenty thousand reais) must be made by bank deposit into the checking account to be designated by RIOFILME.

The amount paid as a registration fee shall be considered an ELIGIBLE EXPENSE if the PROPOSAL is selected and contracted.

2. PRODUCTION OF AN AUDIOVISUAL WORK WITH INTERNATIONAL REACH

  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro totaling at least BRL 4,000,000.00 (four million reais), to be incurred by December 2027;
  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro financed with RIOFILME resources corresponding to a maximum of 30% (thirty percent) of the total amount spent, or 35% (thirty-five percent), up to the maximum amount of BRL 2,000,000.00 (two million reais);
  • In addition, the PROPOSAL must provide for the release of the audiovisual work in at least six non-Portuguese-speaking countries with a combined population of at least 100 million inhabitants.

The requirements below apply only to PROPOSALS eligible for the 35% incentive.

  • Provide for the use of at least two (2) iconic locations in the city of Rio de Janeiro, whether actual locations or reproduced in a studio located within the municipality of Rio de Janeiro (with at least one scene in each location);
  • Use Rio de Janeiro as the filming location for at least 60% of the scenes;
  • Establish the city of Rio de Janeiro as the diegetic setting in which the narrative takes place.

  • Non-serialized feature-length audiovisual works in the FICTION or ANIMATION categories, with a minimum running time of 71 (seventy-one) minutes;
  • Serialized audiovisual works consisting of at least three (3) episodes with a minimum season running time of 150 (one hundred and fifty) minutes, in the categories of FICTION, ANIMATION, or REALITY SHOWS;
  • VIDEO GAMES with distribution agreements executed with publishers of global reach.

To complete the submission of the PROPOSAL, payment of a registration fee in the amount of BRL 20,000.00 (twenty thousand reais) must be made by bank deposit into the checking account to be designated by RIOFILME.

The amount paid as a registration fee shall be considered an ELIGIBLE EXPENSE if the PROPOSAL is selected and contracted.

3. PRODUCTION OF A NATIONALLY DISTRIBUTED AUDIOVISUAL WORK ORIGINATING FROM OTHER BRAZILIAN STATES

  • The partnership between the Rio de Janeiro-based applicant and the production company from another Brazilian state must also provide that at least three (3) heads of technical and creative departments are Brazilian citizens who have resided in the municipality of Rio de Janeiro for at least two (2) years;
  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro totaling at least BRL 2,000,000.00 (two million reais), to be incurred by December 2027;
  • Provide for ELIGIBLE EXPENSES in the municipality of Rio de Janeiro financed with RIOFILME resources corresponding to a maximum of 30% (thirty percent) of the total amount spent, or 35% (thirty-five percent), up to the maximum amount of BRL 1,000,000.00 (one million reais).

The requirements below apply only to PROPOSALS eligible for the 35% incentive.

  • Provide for the use of at least two (2) iconic locations in the city of Rio de Janeiro, whether actual locations or reproduced in a studio located within the municipality of Rio de Janeiro (with at least one scene in each location);
  • Use Rio de Janeiro as the filming location for at least 60% of the scenes;
  • Establish the city of Rio de Janeiro as the diegetic setting in which the narrative takes place.

The eligible types and formats of audiovisual works under this category are:

  • Non-serialized feature-length audiovisual works in the FICTION or ANIMATION categories, with a minimum running time of 71 (seventy-one) minutes;

To complete the submission of the PROPOSAL, payment of a registration fee in the amount of BRL 7,000.00 (seven thousand reais) must be made by bank deposit into the checking account to be designated by RIOFILME.

The amount paid as a registration fee shall be considered an ELIGIBLE EXPENSE if the PROPOSAL is selected and contracted.

Applicant

  • Independent production company, registered with ANCINE (Brazil’s National Film Agency), based in the city of Rio de Janeiro for a minimum of 2 years.
  • Its economic activity should be:

  • 59.11-1/01 – Movie studios
  • 59.11-1/02 – Production of advertising films
  • 59.11-1/99 – Film production activities, from videos to TV programs, that have not been previously specified
  • 59.12-0/99 – Post-production of films, videos, and TV programs
  • 6201-5 – Development of computer programs to order
  • 6202-3 – Development and licensing of customizable computer programs
  • 6203-1 – Development and licensing of non-customizable computer programs

Applicantion deadline

Applications for the PROPOSALS must be submitted exclusively through the website www.riofilme.com.br, which will be open from July 6, 2026, at 10:00 a.m., until November 15, 2026, at 6:00 p.m.

Payment and movement of funds

Disbursement will occur after the contract is signed and its extract is published in the Official Gazette of Rio de Janeiro, in a single installment..

Upon proving the execution of 80% of the INTERVENIENT’s resources, which are planned to be spent by the PROPOSER on eligible expenses in the city of Rio de Janeiro, RIOFILME will authorize the movement of 80% of the available funds in the MOVEMENT ACCOUNT.

Upon proving the execution of 100% of the INTERVENIENT’s resources, which are planned to be spent by the PROPOSER on eligible expenses in the city of Rio de Janeiro, RIOFILME will authorize the movement of the remaining funds available in the PROJECT ACCOUNT.

Deadline for the conclusion of the proposed work

The audiovisual work must be completed within 18 months, counting from the date of deposit of the financial contribution by RioFilme.
